Undefined behavior via unchecked empty bias tensor

Divide-by-zero in affected Google TensorFlow releases allows local users to trigger undefined behavior through a crafted QuantizedBiasAdd call. The Eigen quantization kernel divides the input element count by the bias element count without rejecting an empty bias tensor. Reachability requires the ability to run a graph or code that invokes the operation; the documented impact is limited to availability.
