Process abort via unchecked empty decoder classes

Reachable assertion in Google TensorFlow allows local users to abort a process through malformed CTCGreedyDecoder inputs. CTCGreedyDecoderOp passes a zero-width class dimension to RowMax, whose CHECK_LT assertion terminates the process instead of returning an InvalidArgument error. Reaching the flaw requires local code execution that invokes the raw operation with an empty final input dimension; the reported consequence is abrupt termination of the calling process.
