Process crash via empty quantization threshold access

Heap buffer overflow in Google TensorFlow allows local users to crash a process by supplying empty QuantizedReshape thresholds. QuantizedReshape reads element zero from input_min and input_max without first ensuring that either tensor contains a scalar value. The caller must already be able to execute a TensorFlow operation in the target process, and the published impact is limited to availability loss.
