Process crash via empty QuantizedMul thresholds

Heap buffer overflow in affected Google TensorFlow releases allows local users to crash a process through empty QuantizedMul thresholds. QuantizedMulOp::Compute treats four threshold tensors as scalars and reads element zero from each flat() buffer without validating its shape or length. Reaching the fault requires low-privileged local ability to submit an operation with an empty threshold tensor, and the documented consequence is a process-level service interrupt.
