Process crash via unchecked empty PNG tensor

Improper exceptional-condition handling in affected Google TensorFlow releases allows local users to abort a process via an empty PNG tensor. EncodePng accepts a zero-element three-dimensional tensor and passes its null data buffer to png::WriteImageToBuffer, whose CHECK_NOTNULL terminates the process. Local users must be able to supply tensor input to an application that exposes EncodePng; the bounded consequence is a process crash and service interruption.
