Process crash via overflowing sparse tensor dimensions

Integer overflow in TensorFlow allows local users to crash a process by supplying crafted sparse tensor dimensions to an affected release. AddManySparseToTensorsMap passes sparse_shape values to a legacy TensorShape constructor whose CHECK aborts when dimension multiplication overflows. The caller must execute the raw operation locally; affected releases are before 2.1.4, 2.2.0 through 2.2.2, 2.3.0 through 2.3.2, and 2.4.0 through 2.4.1.
