Process interruption via unchecked RaggedBincount splits index

Out-of-bounds read in Google TensorFlow 2.3.0 through 2.3.2 and 2.4.0 through 2.4.1 allows local users to interrupt a process. RaggedBincount increments batch_idx while processing a user-controlled, one-element splits tensor and then reads splits(1) without validating the index. The caller must be able to supply operation inputs to an affected TensorFlow process; published evidence establishes an out-of-bounds read and availability impact, not code execution.
