Unauthorized administrator creation via forged admin request

Cross-site request forgery in JIZHI CMS 1.9.4 allows remote attackers to add an administrator account through the admin-add endpoint. The /admin.php/Admin/adminadd.html handler accepts a forged state-changing request under an existing administrator session without verifying that the administrator intended it. Exploitation requires an administrator to interact with attacker-controlled content while authenticated, after which the created account grants persistent administrative access.
