Server-side request forgery in Esri ArcGIS Server Manager 10.8.1 and earlier allows remote attackers to issue arbitrary GET requests. Esri has not published the affected endpoint or the validation failure that lets an arbitrary destination reach the outbound request operation. No authentication or user interaction is required, and the server's network position enables internal network enumeration and requests to otherwise unreachable URLs.
