Authentication lockout via unauthorized TOTP modification

Improper access control in Liferay DXP 7.3 before fix pack 1 allows remote authenticated users to prevent any user from authenticating. The Multi-Factor Authentication module permits an authenticated user to enable TOTP for another account or overwrite that account's TOTP shared secret. A low-privileged account and network access are sufficient; exploitation locks affected users out without exposing application data.
