Crash via odd-length UTF-16BE decoding

Heap buffer overflow in SerenityOS LibTextCodec allows local users to crash its decoder by opening a crafted UTF-16BE file. UTF16BEDecoder::to_utf8 reads two-byte code units through the full input length, so an odd final byte causes a one-byte out-of-bounds heap read. A user or application must open an odd-length UTF-16BE file; the published reproducer demonstrates an AddressSanitizer abort, not code execution.
