Service hang via quadratic DOCTYPE regex backtracking

Regular expression denial of service in is-svg 2.1.0 through 4.2.1 allows remote attackers to hang Node.js services with crafted SVG input. The isSvg function applies an anchored regex whose overlapping DOCTYPE repetitions backtrack quadratically across long whitespace before a missing terminator. The flaw is reachable when a server passes user-supplied SVG data to the package, interrupting that service without altering data.
