Stored XSS via unneutralized excerpt URL

Stored XSS in Textpattern CMS 4.9.0 allows remote authenticated users to execute script in another user's browser through a crafted excerpt URL. The article editor stores an unneutralized URL value from Content > Write > Excerpt, and the Articles page later inserts that value into rendered output. An authenticated author must save the payload and another user must view Articles; resulting script runs in that viewer's Textpattern origin.
