Stored XSS via allowed HTML file uploads

Stored XSS in Craft CMS before 3.6.0 allows remote attackers to execute script in a visitor's browser through front-end HTML uploads. The default allowedFileExtensions configuration accepts .htm and .html files, so a user-controlled document is stored and served as active HTML rather than rejected. Exploitation requires a front-end form that permits user uploads and a visitor to open the uploaded file; the script then runs in the site's origin.
