Administrator creation via unchecked HTTP request

Missing authorization in FatPipe WARP, IPVPN, and MPVPN allows remote authenticated users with read-only access to create an administrator. The web management interface accepts a modified account-creation HTTP request without verifying that the read-only session may add an Administrator user. Valid read-only credentials and network access are required; affected 10.1 and 10.2 builds precede 10.1.2r60p91 and 10.2.2r42, respectively.
