Unauthenticated tooling-version disclosure via version endpoint

Information disclosure in Argo CD before 1.7.12 and 1.8.0 through 1.8.3 allows remote attackers to read deployment details. The /api/version handler returns Argo CD and underlying tool version fields without authenticating the request; patched code suppresses tool versions for unauthenticated callers. No credentials or user interaction are required, and the disclosed software inventory supports target profiling; the Argo CD version remains publicly visible by design.
