Persistent account access via missing JWT status check

Improper session invalidation in Argo CD before 1.7.12 and 1.8.0 through 1.8.3 allows remote authenticated users to retain access. The SessionManager.Parse method accepted a signed local-user JWT without checking the account Enabled flag, so deactivation did not invalidate an existing token. Exploitation requires a token issued through interactive password login; the token preserves the disabled account's authorized API access.
