Cross-VDOM tunnel modification via missing authorization

Improper access control in Fortinet FortiManager 6.4.4 and 6.4.5 allows remote authenticated users to modify other VDOMs' VPN tunnels. VPN Manager fails to confine a restricted administrator's tunnel-status operations to that account's authorized VDOMs. A restricted profile with VPN Manager access can change tunnel state outside its assigned domains, disrupting or restoring cross-VDOM connectivity.
