Stored script execution via unrestricted SVG upload

Stored XSS in CKAN 2.9.0 through 2.9.3 allows remote authenticated users to execute scripts in a victim's browser via an SVG profile image. The user profile image uploader accepts SVG content without restricting its actual MIME type, stores the file, and serves embedded scripts when the image is opened. Low-privileged application access is sufficient to plant the image, but a victim must open it; script execution is limited to the victim's browser context.
