Account takeover via inconsistent reset-account validation

Weak password recovery in Dolibarr ERP & CRM 2.8.1 through 13.0.2 allows remote authenticated users to take over any account. passwordforgotten.php fetched the target from raw GET input and verified a reset hash even when that account had no temporary password. A low-privileged user with an emailed reset link can substitute another username and replace that account's password.
