Stored XSS in OpenNMS Horizon and Meridian allows remote authenticated users to run scripts in administrators' browsers via noticeWizard. The notification JSPs render the stored name in HTML and JavaScript contexts without context-appropriate encoding. Exploitation requires authenticated access and an administrator to view the notification, where the script can induce a malicious-file download.
