Local softsimd API access via missing exception check

Improper privilege management in softsimd on Samsung Mobile Devices before SMR APR-2021 Release 1 allows local users to access its API. softsimd fails to apply a proper exception check before granting API access to an unprivileged application. A malicious application already running on an affected device can invoke softsimd API operations that Samsung has not publicly identified.
