Local file deletion via misused CertInstaller permission

Improper permission management in Samsung Mobile Devices O(8.1), P(9.x), and Q(10.0) allows local users to delete certain files. CertInstaller grants a misused permission to untrusted applications, exposing local files to deletion. Exploitation requires an untrusted application to run on the device; the bounded consequence is deletion of certain local files.
