Cloud API access via unchecked credential identifiers

Improper access control in Rancher 2.2.0 through 2.4.15 and 2.5.0 through 2.5.8 allows remote authenticated users to access cloud APIs. The cloud-provider proxy accepts a caller-supplied cloud-credential ID and attaches the corresponding credential without checking the caller's access. A valid Rancher account and knowledge of an existing provider-specific credential ID are required; requests then execute with that credential's permissions.
