Authenticated user impersonation via IDTOKENS

Authentication bypass in HTCondor before 8.9.11 allows remote authenticated users to submit jobs as other users via IDTOKENS. The schedd issues a valid IDTOKEN for an authenticated identity without preventing selection of another user or the condor service. Any user able to authenticate to condor_schedd can exploit this with low effort, enabling processes and file access as the impersonated user and daemon reconfiguration.
