Browser script execution via unescaped tax class labels

Stored cross-site scripting in WooCommerce before 5.2.0 allows remote authenticated users to run script through a crafted tax class name. WC_Settings_Page::output_sections renders tax-setting labels without HTML escaping, so a saved Additional tax classes value becomes active markup. Administrative access and enabled taxes are required to store the payload; it executes when a user loads the affected dashboard section, even with unfiltered_html disabled.
