Low-privilege plugin installation via unchecked AJAX authorization

Improper authorization in Login Protection – Limit Failed Login Attempts before 2.9 allows remote authenticated users to install plugins. The cp_plugins_do_button_job_later_callback method in settings-start-index.php accepts a user-controlled plugin slug or file without checking whether the account may install or activate plugins. Any low-privileged WordPress account can add a chosen repository plugin or activate an installed plugin, enabling further compromise through the resulting code.
