Administrator file disclosure via unchecked download path

Arbitrary file download in Theme Editor before 2.6 allows remote authenticated users with administrator access to read server files. The download_file() path receives the GET file parameter without validation, and a second AJAX action accepts an unchecked path value. Administrator authentication and an action-specific nonce are required; successful requests disclose files readable by the web-server process.
