Code execution via public-package precedence

Package Manager Configurations allow attackers to execute code when public repositories supply a higher-versioned private dependency. A resolver configured to consult private and public repositories selects the attacker's higher-versioned namesake and runs its install code during retrieval. Exposure requires an unclaimed public package name matching a private dependency and a workflow that does not pin or isolate its source.
