Local privilege escalation via exposed privileged handle

Local privilege escalation in Oculus Desktop after 1.39 and before 31.1.0.67.507 allows local users to gain elevated privileges. OVRServiceLauncher.exe mishandles process handles, exposing a handle from a privileged process to an unprivileged process. A low-privileged local user must execute code on the Windows host; successful exploitation elevates that user's privileges.
