Authorization flaw in Oracle Public Sector Financials (International) 12.1.1 through 12.1.3 allows remote authenticated users to read and modify data. Oracle identifies the affected locus only as the Authorization component and has not published the operation that mishandles authorization decisions. Low-privileged HTTP access is sufficient to create, delete, modify, or read any data accessible to the application, without affecting availability.
