Unauthorized charges via sudo token lookup

Improper access control in Odoo Community and Enterprise 15.0 and earlier allows remote attackers to charge another user's saved payment method. In _create_transaction in addons/payment/controllers/portal.py, the token path uses sudo().browse(payment_option_id), bypassing record rules that bind a saved token to its owner. No authentication is required; a crafted online-payment request can validate a purchase against a victim's stored card, creating an unauthorized charge.
