Authenticated file upload via missing authorization checks

Missing authorization in F5 BIG-IP Advanced WAF and ASM 14.1.x, 15.1.x, and 16.0.x allows remote authenticated users to upload files. The REST API live-update upload path accepts a guest user's file for a specific directory without verifying authorization to write there. A valid guest account and network access to the REST API are required; public records establish an unauthorized file write but do not describe subsequent execution.
