Access control flaw in Oracle Engineering 12.1.1 through 12.1.3 and 12.2.3 through 12.2.10 allows remote authenticated users to read or alter data. Oracle identifies the affected locus only as the Change Management component and has not disclosed the faulty operation or request parameter. Low-privileged application credentials and HTTP network access are required; exploitation exposes or changes any Oracle Engineering-accessible data without affecting availability.
