Improper authorization in GitHub Enterprise Server 3.0.0.rc1 through 3.0.0 allows remote authenticated users to read Actions secrets. Pull-request handling permits the base reference to point to an arbitrary SHA or another pull request outside the fork, bypassing restrictions on secrets sent to fork workflows. Exploitation requires an account able to fork the parent repository and craft a pull request; the reported consequence is disclosure of workflow secrets.
