Guest issue creation via unchecked Sentry linkage

Improper authorization in affected GitLab CE/EE releases allows remote authenticated users to create issues linked to Sentry errors. The issue creation path accepts sentry_issue_attributes with an attacker-chosen Sentry error identifier from Guest users, although Error Tracking requires Reporter access. A private project, Guest membership, configured Sentry integration, and an existing Sentry error are required; the forged link exposes status changes made by maintainers.
