Project denial of service via oversized commit author

Improper input validation in GitLab CE/EE before 13.12.9, 14.0.7, or 14.1.2 allows remote authenticated users to cause project page denial of service. The commit author field accepts an excessively long name; rendering that value makes branch and other project pages return errors or become unreachable. A user with permission to push commits is required, and greater project rights increase the scope of the resulting outage without providing data disclosure or modification.
