Disabled-impersonation bypass via existing token

Improper privilege management in GitLab before 13.12.9, 14.0.7, and 14.1.2 allows remote authenticated users to perform Git actions. An existing impersonation token remains accepted for Git operations after instance-wide impersonation has been disabled; GitLab has not published the responsible code path or validation error. Exploitation requires a previously issued impersonation token and the disabled-impersonation configuration, and it bypasses the administrator's policy for repository actions.
