Authenticated metric-image deletion via missing authorization

Improper access control in GitLab allows remote authenticated users to delete incident metric images from public projects through the API. The metric-image DELETE API accepts project, incident issue, and image identifiers but fails to enforce the Reporter-or-higher permission required by the interface. Any signed-in user, including a nonmember with Guest-level access, can remove another public project's incident evidence when the identifiers are known.
