Local privilege escalation via exposed I/O write IOCTL

Privilege escalation in IObit Advanced SystemCare Ultimate 14.2.0.220 allows local users to gain elevated privileges via a malicious IRP. The Monitor_win10_x64.sys driver makes its device readable and writable to everyone, and IOCTL 0x9c40a0dc passes an attacker-chosen port and word to an OUT instruction. Local low-privileged access is sufficient; successful exploitation enables privileged hardware I/O and elevation of the current user.
