Local privilege escalation via exposed OUT-byte IOCTL

Privilege escalation in IObit Advanced SystemCare Ultimate 14.2.0.220 allows local users to gain higher privileges via a crafted IOCTL. Monitor_win10_x64.sys exposes a world-writable device whose 0x9c40a0d8 handler passes an attacker-selected port and byte directly to the OUT instruction. Low-privileged local access is sufficient, and the resulting hardware I/O access compromises the host's security boundary.
