Hypervisor domain shutdown via CSRF-prone endpoint

Cross-site request forgery in Jenkins Libvirt Agents Plugin 1.9.0 and earlier allows remote attackers to stop hypervisor domains. The form-submission endpoint accepts a state-changing request without requiring a CSRF-protected POST and invokes the domain shutdown action. Exploitation requires a logged-in Jenkins user's browser to send the crafted request, and success shuts down the selected guest workload.
