Incorrect authorization in Jenkins 2.274 and earlier and LTS 2.263.1 and earlier allows remote attackers to access plugin URLs without Overall/Read. The mandatory read-permission gate treats any requested path beginning with an always-readable path name as exempt, rather than requiring an exact path or slash-delimited child. Exploitation requires a plugin to expose a permissionless URL under a matching prefix; the vendor reported no known affected plugins at publication.
