Policy Framework in Oracle Enterprise Manager Base Platform 13.4.0.0 and 13.5.0.0 allows remote authenticated users to take over the platform. Oracle has not disclosed the affected endpoint or the operation that mishandles an HTTP request in Policy Framework. A low-privileged account and network access over HTTP are required; successful exploitation grants control of the platform and its data.
