Horizontal privilege escalation in GLPI before 9.5.4 allows remote authenticated users to create tickets for another user through the self-service interface. The self-service ticket creation handler accepts a caller-supplied user identity without enforcing delegatee authorization when delegatee systems are disabled. A low-privilege self-service account is required, and the consequence is unauthorized ticket creation on behalf of another user rather than administrative control.
