Grafana signing-key disclosure via hard-coded initialization secret

Hard-coded credentials in IBM Security Verify Information Queue 1.0.6 and 1.0.7 allow remote attackers to obtain the Grafana signing key. The optional logs stack's Grafana initialization file embeds and displays a fixed signing key during setup. Exposure requires deployment of the optional stack; possession of the key undermines Grafana token authenticity, with confidentiality impact only.
