Service interruption via undersized Bearer Capability element

Out-of-bounds read in Qualcomm Snapdragon network-request processing allows remote attackers to interrupt service with a crafted MT setup request. The Bearer Capability information-element parser inadequately checks the element size, then reads beyond the available buffer. Network reachability is sufficient; no authentication or user interaction is required, and Qualcomm's assessment limits the documented consequence to service interruption.
