Database-file disclosure via insufficient vshell authorization

Information disclosure in Cisco SD-WAN vManage before 19.2.3 allows local users to read sensitive database files through the CLI. The CLI fails to enforce sufficient authorization when an authenticated account enters vshell, exposing database files on the underlying filesystem. A valid local account with vshell access is required; the demonstrated consequence is database-file disclosure without reported modification or service interruption.
