Local app discovery via unchecked package name

Information disclosure in Android 12 Wi-Fi RTT allows local users to determine whether another app is installed without query permission. RttServiceImpl.startRanging accepts a caller-supplied package name without verifying that it belongs to the calling UID before applying the location check. A low-privileged local app needs no user interaction, and the resulting disclosure is limited to another app's installation status.
