Cross-user app discovery via unchecked wallpaper query

Missing authorization in Android 12 WallpaperManagerService allows local users to identify apps installed for another device user. The hasNamedWallpaper method accepts a target user identifier and searches that user's wallpaper component without first enforcing the full cross-user permission. A low-privileged local app needs no user interaction, and disclosure is limited to whether a named wallpaper app is installed for another user.
